Council Chamber and Committee rooms 2-4 Conferencing refresh

1. Replace the old and now defunct systems and equipment. Replace the current camera system in the Chamber and add cameras into Committee Rooms 2-4 that would track participants when they speak and highlight to attendees online who is speaking and on which item.
