An Economic & Employment Land Study to Inform the Fareham Local Plan Review

Fareham Borough Council (the Council) is inviting proposals for an employment land study to inform the preparation of the Fareham Borough Local Plan Review. The Local Plan Review will reflect emerging housing, employment and retail needs for the next 20 years, running from 2016 until 2036.

The specific purpose of this study is to ensure that a sufficient quantum and range of employment sites are provided for in the new Local Plan Review to meet the future employment needs in the Borough to 2036.

The Study must provide a robust evidence base to inform the Local Plan Review, and clearly demonstrate its conformity with the National Planning Policy Framework, and current Planning Practice Guidance. A robust and thorough assessment of existing and future employment requirements in Fareham Borough to 2036 will be essential evidence to inform the preparation of the Council?s Local Plan Review.

The e-Request for Quotation (e-RFQ) is issued electronically and will be an open opportunity for any candidate who wishes to apply. Consultants wishing to take part in this quotation will need to pre-register on the Council's business portal, the South East Business Portal (SEBP) by following the link https://sebp.due-north.com/

For your convenience, here is a summary of how you should submit your electronic quotation response. For your e-RFQ to be considered, please comply with these instructions:

? All correspondence related to this e-RFQ will be issued via the SEBP link to your registered user who by using their personal ID and password combination will be able to view, download and upload contract documents. ? Please acknowledge via SEBP your receipt of this quotation pack confirming that you expect to submit a response by the appointed time. Click on "Intend to Submit / Decline button" as appropriate. ? Please use the Question & Answer section within the SEBP system for both technical and commercial issues. ? Please upload your completed quotation to the SEBP prior to the close deadline. Please leave sufficient time to do this as uploading times can vary dependant of file size. (Tip: Use PDF documents where possible to reduce file sizes). ? Quotations received after the submission deadline regardless of method of delivery will not be considered (unless the Council has given prior notification to ALL bidders of an extension period).

Please note: Consultants can upload / amend their quotation response via the SEBP at any time prior to the close date. The quotation response is secure and only visible to the Consultant up until the close deadline date / time at which point the system is locked to the Consultant and contents become visible to the Council. There is no emailing of documents on the deadline date as ALL documents are held in the secure server of SEBP.

Every point in the e-RFQ document must be responded to. It is important that bids are completed in line with the requirements set out in this invitation.

All costs in submitting the quotation will be borne by the tenderer.
