Behavioural Evaluation Design and Delivery (for DP)

Description

GBE-N are appointing a specialist Behavioural Evaluation SME to support the design and execution of the relevant elements of the Delivery Partner tender evaluation to enable the assessment of the collaborative culture and capability of proposed bidders. The output of the assessment process will provide GBE-N with a high level of assurance regarding the level of collaborative capability and culture of each of the bidders, including where they excel in a collaborative environment, where they perform at an average level and where they fall short of the standards required. The requirement to appoint the SME at this stage is to provide review and input to the questions included in the DP ITT (Phase 1). Any further Phases are optional. Direct award justification: -PCR2015 32 (2) (C) insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. -Requirement is below the regulation thresholds.
