## Description

The purpose of this scoping study is to set out a plan for a future study to update the Department's Transport Analysis Guidance \(TAG\) Unit A2\.4 on the Appraisal of productivity impacts\. It will include a literature review of evidence on sector specific agglomeration in general and agglomeration in response to transport changes\.
