## Description

In March 2023 DfT made a decision that a detailed change appraisal will be required as part of the Development Agreement change control process\. To date, the Benefits & Analysis Team have produced analysis to assess the impact of fiscal planning and cost remediation\. This work has been high level and therefore a full change appraisal is now required\. The Benefits & Analysis Team have identified that external consultancy is required to support this activity until December 2023 with an option to extend\. The call-off contract is awarded under the Crown Commercial Service \(CCS\) Management Consultancy Framework Three \(MCF3\), Lot 2 for Strategy & Policy\.
