Process was undertaken in the form of a direct award utilising Procure Partnerships Framework, West Midlands, £1-5m. Procure Partnerships Framework Agreement sets out the terms governing the provision of the works and supplies concerned, clients can award a contract without reopening competition. This process is in line with Regulation 33(8) (a) of the Public Contracts Regulations 2015 (PCR 2015).
