This placement were made via a spot purchase arrangement outside of the Leicestershire Children and Families Services Gateway2Resources - Residential & Fostering Placements DPS\. All suppliers on the DPS were given the opportunity to supply the placements and no offers were received\. After receiving no offers through a competitive tendering exercise the Council switched to a direct award under PCR2015 - Reg 32\(2\)\(a\) negotiated procedure without prior publication\.
