## Description

Delivery partner required to understand the root causes of growth and expenditure in the Councils SEN programme and identify opportunities and a new target operating model to address them\. This urgent work is intended to help minimise the costs in the current and future Medium Term Financial Strategy, developing a robust SEN Programme supporting the CFS/SEN service delivery plan with options for improved ways of working\.
