5-064 Research into Trend to Enterprise

Highways England is looking to set up a contract for the provision of services. This is required as Highways England are embarking on a journey of moving from simple collaboration with its delivery partners to fully integrated Regional Enterprises within the next 5-10 years. There is a need for significant empirical research to assess the development of collaborative capabilities that support the transition to Regional Enterprises. The aim will be to ensure Highways England's investors and key stakeholders have full confidence in the use of specific measures and metrics to guide Regional Delivery Partner communities towards integrated Regional Enterprises. Significant investment in such a programme of research is expected to inform decisions that yield major returns in project delivery efficiencies.
