UK Gemini 2.2 Guidance Consolidation: Update to Version 2.3

AGI, operating through a sub-group of its standards committee, will commission and oversee the consolidation of the existing AGI and Defra documents, and a consistent set of revisions to UK GEMINI and its associated documents.
