City of Wolverhampton Council on behalf of Black Country Transport (BCT) are seeking an organisation to deliver the development of an active travel route along a disused railway line which runs from Wolverhampton to Dudley via Wombourne in South Staffordshire. This seeks to obtain help developing the economic and financial cases of the SAF business case for this programme, alongside initial designs. Utilising Midlands Highway Alliance PSP4 Framework Lot 1
