Contracts are to be directly awarded based on guidance issued by the Cabinet Office \(PPN 01/21\) permitting the use of regulation 32\(2\)\(c\) under the Public Contract Regulations 2015 as incorporated in the Public Procurement \(Amendment etc\.\) \(EU Exit\) Regulations 2020 because of the urgency of the requirement\.
