Work description

The provision of UK residential communications pricing analysis. This is to enable Ofcom to monitor the price of residential communications services (mobile phone, fixed line phone, fixed broadband, mobile broadband and television) in the UK over time.

A multi-service, basket-based methodology.

The requirements are: - To develop and provide a UK communications pricing model based on a basket analysis - To provide a detailed explanation of the full methodology for the pricing model - To update the model once a year - To run the model and provide Ofcom with the results once every collection period - To collect tariff data and provide Ofcom with a full breakdown of tariffs every collection period plus a summary of key changes and market movements in pricing and do this each collection period.

As a minimum, the UK residential communications pricing analysis must deliver the following: - To deliver annual analysis of the pricing of UK residential communications services. - To identify and compare the pricing that is available for UK residential consumers buying mobile phone, fixed line phone, fixed broadband, mobile broadband and television. - To identify and compare the pricing that is available by purchasing communications services within 'bundled' tariffs (for example, 'triple-play' services which typically offer a single bill for the delivery of fixed-line voice, broadband and television services) and as standalone services. - To compare pricing across a wide range of usage scenarios for communications services, from those with basic needs to those with sophisticated consumption - To incorporate the cost of hardware when it is necessary for like-for-like comparison to allow for equipment subsidies when they are included within propositions from service providers.
