Work description
As part of the Defence Infrastructure Organisation (DIO) work to optimise the Defence Estate, the various elements of Ripon Barracks are scheduled to be vacated by the MoD over the next few years. Homes England and DIO have entered into a partnership to promote the redevelopment of the three elements of the Barracks as a major mixed use site capable of up to 1,300 homes with at least 2 ha of employment land, with Homes England leading on the delivery of the project. This commission is to appoint a professional services team to initially confirm viability, and then on the assumption of a successful outcome to that work, take the site forward to deliver planning certainty principally by way of outline planning consent. In addition, the commission will require the preparation of a delivery strategy and timetable with constraints fully identified. Dependant on the outcome of cumulative work to date, the commission may then go on to include additional professional services work to scope and cost further interventions to de-risk the long term delivery of the whole site. The Partners anticipate that the Professional team may wish to put together a bespoke team of leading practitioners/disciplines to meet the specific requirements of this brief, and confirms such an approach would be acceptable and welcomed. A bespoke team is at the discretion of the lead 2 consultant from the panel but does not necessarily have to comprise specified multidisciplinary panel sub-consultants.
