Work description

The primary output from this commission will be a roadmap and investment advice detailing how the district can transition to a new resource / waste system that will achieve the transformation aims listed in the specification. The Council needs the consultant to propose practical solutions to break the Council's waste budget crisis, enable Bradford District to become a 'zero-waste' district and maximise opportunities to deliver clean growth in the district. The Council requires a specialist consultant that can evidence that it has successfully undertaken similar commissions and has a comprehensive understanding of: • waste strategy and policy; including how to transform waste systems, develop a circular economy and become a zero-waste district; • local, national, and regional resource and waste data and trends in waste production, collection, processing, and disposal across all sectors; • the waste market as is and commercial opportunities associated with shifting from managing waste to transitioning to higher value resource management; • innovations in business practices and the waste sector, emerging best practice, and test bed opportunities; and • collaboration and partnerships with the private, public and third sector; and with citizens and communities for civic action.
