Work description

Purpose:

To design an evaluation framework and to then carry out an evaluation of the Biosecure Procurement Requirement (BPR) Pilot Phase 2. The purpose of the evaluation is twofold: (1) Impact - to assess whether and how the BPR is impacting on grant-aided tree planting / restocking and how the BPR is impacting the rate of uptake of the Plant Healthy Certification Scheme and applications for certification through the Ready to Plant assessment route and (2) Learning - to recommend any adjustments to the BPR design and administration required beyond the Pilot phase.

Reporting from the first phase of the evaluation has highlighted research questions where there is a weak evidence base and where more data is required. It is therefore a requirement that the next phase of the evaluation aims to strengthen that evidence. This includes but is not limited to additional support for smaller nurseries, to determine the extent of the impact the BPR may have on planting rate and type and recommendations to support future roll-out.
