The aims of this project are to facilitate a constructive and evidence-based discussion with marine stakeholders in England as to what could be an agreed starting point for a framework to measure and compare marine ecological losses and gains, under a Marine Net Gain policy; and to deliver recommendations on an approach that could be tested and further developed\.
