Direct Award of Contract for Servicing of Mechanical Plant and Equipment

Servicing of mechanical plant and equipment within Torbay Council owned assets and within other contracting authority assets managed by TDA.

Additional information: Negotiated procedure without prior publication • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive Explanation: The Council had initially issued a tender for this requirement, with the intention of the contract commencing on 1 April 2020. During the procurement process the Council requirements were reviewed and the possibility of purchasing a company which delivers such services was being considered. The tender process was therefore abandoned. A potential company was identified and negotiations commenced with the expectation that these would be completed by 31 March 2020. There is a possibility that the purchase may not go ahead and the Council is exploring other options for future provision of these services. We envisage this work will take up to 6 months to complete and will therefore not be in a position to contract with a new supplier until April 2021, to allow time for the decision to be made on the route to market and any resultant tender or other appropriate process is undertaken. In order to ensure continuity of provision during this time the Council is intending to make a direct award of a 12-month contract to the incumbent supplier.
