Chichester District Council has awarded a contract for the provision of its Election Management System (EMS) through a Direct Award call off under the Crown Commercial Service RM6259 Vertical Application Solutions Framework. The contract ensures the continued operation of the Council's statutory electoral registration and election administration functions, including electoral register maintenance, postal and absent vote processing, election delivery and count management. The arrangements include the supply of the Civica Xpress EMS and associated WebReg module, together with software licensing, statutory updates, system maintenance, helpdesk support, and extended support during peak election periods. These services ensure the Council can maintain a fully compliant and uninterrupted statutory registration system, preserving data integrity and operational continuity for all election related activities. The contract provides software and managed support services only. It does not include any physical works, hardware supply, infrastructure changes, staffing transfers, or construction related activity.
