UKIB requires a supplier to provide specialist consultancy support to assist in developing the business requirements for Local Authority lending to undertake proportionate and consistent project due diligence that reflects both the strengths and weaknesses of existing local government governance processes and the specific character and associated risks of projects financed by local authorities. The UKIB requirement is to recommend a proposed approach to identify the key review criteria and main evidence required for the evaluation of the financial viability of funding applications, including risk indicators that will identify potential areas that require further investigation.
