To support WP3 of the Cluster Plan, we need to understand what the potential economic benefits are from adopting decarbonisation technologies in the Industrial Cluster; and costs to the economy and environment of not investing in decarbonisation and altering the rate and method of decarbonisation for its principal industrial cluster\.
