## Description

Highways England is looking to set up a contract for the provision of support to the Travel Demand Management \(TDM\) Programme for the South-East region, to be delivered via the SPaTS Framework\. The project will develop a range of capabilities which will benefit operations for both Highways England and key stakeholders in the South-East region\. The scope of these operational capabilities is set out in Section 3 below\.
