## Description

The MCA needs to comply with environmental policy, legislation, and regulation \(PLR\) when sponsoring and delivering infrastructure\. To date we've assessed environmental PLR on a project-by-project basis, but we wish to be a well-informed intelligent client at the programme level as well to ensure we are getting best value when commissioning contractors - in addition to achieving compliance\. We also need to ensure we align with the environmental policy and standards of our local unitary authorities\. This work will provide a full assessment of the environmental PLR that the MCA needs to comply with or should require compliance with, and how to comply in practice with a concise detailed guide, in our roles: A\. As a direct deliverer of projects \(where the MCA is the client for delivery, where we are directly commissioning construction or services\.\) B\.
