## Description

System change is an emergent policy area, and the planning and delivery required of the grant holders will be complex, and often quite nuanced\. Consultation with the eight funded partnerships identified a need for peer learning and support, which would enhance the effectiveness of each individual partnerships work, and the impact of our investment overall\. Facilitation by a third partner will also provide a more 'neutral space' for grant holders to be open and honest in talking about what hasn't worked, as well as what has\. We require a learning support contract to achieve the following learning support objectives: This contract aims to work closely with the eight funded partnerships and the Fund to help support individual and collaborative learning, which would enable the partnerships themselves to learn and share best practice, and the Fund to gain an understanding of overall effectiveness and lessons learned\. This approach to learning, shared throughout the programme lifecycle will provide a feedback 'loop' for the eight partnerships, and the Big Lottery Fund, ensuring effective delivery and identifying best practice and learning from the programme overall\. The learning support will focus primarily on group workshop style and facilitating peer-to-peer support\. Grant holders will also be able to receive support in the form of online information sharing, webinars, signposting to follow up support etc\. Some limited one-to-one support or problem solving would also be made available\. We know from the previous contracts that grant holders really value the opportunity to come together with their peers to learn and work through specific challenges\. Services provided through the contract will align with the support provided directly by staff at the Big Lottery Fund, such as advice and from Funding Officers, social media training, and more\. The contract will also assist grant holders to articulate and share practical insights and examples and collaborate with others around implementation and continuous improvement\. Where appropriate, Big Lottery Fund Scotland staff will utilise any support information developed or shared by the learning partner and participate in workshops, and conferences\. This will ensure consistency in the language people use and the advice provided under the badge of the Big Lottery Fund\.
