GB-London: Hyde Park Music Festival (HPMF) 2020-25

The Royal Parks (TRP) is inviting tenders for the operation and management of the Hyde Park Music Festival (HPMF). We expect to let a single contract to an Event Organiser to deliver all aspects of event management on our behalf and in accordance with the Specification. The event contract for the operation and management of the Hyde Park Musical Festival is offered for a 6-year period commencing in 2020.

Please note that the Authority is publishing this notice on a voluntary basis and only as means of advertising the opportunity more widely. The Concession Regulations 2016 do not apply to this procurement. Such an interpretation is, furthermore, supported by Recital 15 of Directive 2014/23. That recital states that certain agreements having as their object the right of an economic operator to exploit certain public domains or resources under private or public law, such as land, whereby the State establishes only general conditions for their use without procuring specific works or services, should not qualify as 'service concessions' within the meaning of that directive.

Please note that the estimated value of the requirement as listed in Section 9 is incorrect and has been entered only as this was a mandatory field for completion. Similarly, please note that the type of procedure listed below is also incorrect. TRP will use a two-stage tendering process comprising an initial selection questionnaire to assess supplier capability and experience followed by a tender stage - this is roughly analagous to but not the same as a restricted procedure under the PCR 2015. The PCR 2015 do not apply to this procurement. A maximum number of the 4 highest scoring suppliers at selection stage will progress to tender.
