Description
The consultant will produce a new digital tooling solution which will be used by National Highway Operational Technology to manage the RIS 3 Forward Programme of technology renewals. This solution will be owned by, housed within, and operated by, National Highways. The new tooling solution must provide the following: -Increased ease of updating the forward programme with automatic updates replacing manual data entry. -Increased ease of moving assets between schemes with the highest demand and re-prioritising. -The ability to deliver summary reporting to internal and external stakeholders instantly. -The ability to update programme parameters such as updated unit cost or inflation data to inform programme costs over the lifespan of the project. -Scalability and flexibility. Managing asset allocation at a strategic level while retaining control of a granular level of knowledge of each asset, its cost, and destination. -Risk mitigation through automatic alerts, conflict detection, and predictive analytics. -Automated change control across the entire forward programme which will make it easier to adhere to mandatory quarterly reporting to external stakeholders such as the ORR and DFT. -Auditable change logging, this will ensure the programme's assets and funds are allocated in a transparent manner. -Field restrictions with audited change requests. This ensures consistency and transparency across the programme for example it will prevent alterations to a budget with appropriate change control. The solution will also manage and record change control mechanisms to make these quicker and more user friendly. -Interoperability with oracle outputs. The consultant will produce training material to facilitate the training of National Highways employees on the use of the new tooling solution as part of their obligation to facilitate transfer of the new tooling solution to National Highways. The consultant will provide copies of correspondence and records of consultations and meetings regarding the development of the new tooling solution and its migration into control by National Highways.
