Build capacity (and maintain strong relationships with) key Energy Regulators

the delivery of the strategy will increase the capacity of regulators and thus help to ensure the correct functioning of the Mexican energy market through the delivery of two main objectives: a) Policy and financial mechanisms to aid implementation of key elements of the energy reform; b) Increased capacity within regulatory institutions to ensure adequate enforcement of energy regulation.
