## Description

Blackburn with Darwen Borough Council \(the Council\) has an operational portfolio of around 50 buildings\. A Heat Decarbonisation Plan was prepared for 11 of these buildings, the largest energy consuming sites, in 2022/23 and the feasibility of heating most of these sites via heat networks is now being assessed\.\\r The Council wishes to appoint specialist consultants to prepare a Heat Decarbonisation Plan \(HDP part 2\) for the next tier of buildings,15 sites with a combined gas consumption of 2\.3 million kWh\.
