## Description

After the 2019 review of system leadership, a reform of the National Leaders of Governance \(NLG\) programme was agreed with the aim of improving quality and cost effectiveness of delivery\. This research aims to undertake a monitoring and process evaluation of the first year of delivery, to assess the extent to which the programme is being set up and delivered to meet the recommendations for NLG Reform\.
