Provision of a Foreign Operator Payment Service extension

Delivery of a Foreign Operator Payment Services (FOPS) to manage the set up and operation of a system, enabling foreign Heavy Goods Vehicles (HGV) operators to pay the appropriate road Levy for using the UK's road network. It will also need to support effective enforcement.
