## Description

To support the West Yorkshire Combined Authority's ambitious climate emergency targets and improve energy efficiency of homes and alleviate fuel poverty through the provision of consultancy support to complete the phased evidenced based approach to domestic energy retrofit at local authority level to meet net-zero carbon by 2038, through provision of an energy efficiency model for Leeds and Kirklees\.
