\*CONTRACT AWARD ONLY\* An initial piece of consultancy work has been carried out to review the organisation's high-level structure and operating model\. This brought together detailed organisational data, understanding of best practice and the requirements of a future model as an evidence base, and made a set of recommendations which have been developed into a proposed change programme plan\. Following the Phase 1 review, the Combined Authority is seeking an organisational change partner to support the implementation of the recommendations\.
