The appointed provider will be responsible for undertaking research, engaging with stakeholders, analysing data, and producing a detailed report with clear recommendations for system improvement. The work will include assessing current service provision, identifying barriers to access, and developing practical actions to strengthen integrated support for individuals with both substance use and mental health challenges. The project will align with national strategies such as the 2021 Drug Strategy and emerging alcohol policy, ensuring a system-wide, evidence-based approach that informs future commissioning and supports better outcomes for local residents.
