## Description

Proof of concept exercise to demonstrate the Fund as an option for the financial structuring and delivery of the Liveable Exeter programme and/or aggregate public sector land development in the city under a portfolio approach\. The exercise aims to develop an investment prospectus and detailed financial model demonstrating the 'portfolio approach' under a standalone vehicle structure, e\.g\. a Development Corporation, as a credible option for delivering the public sector land development under the portfolio approach\. The resulting prospectus is to show investment timelines and the project landscape/roadmap, the shape and mechanisms of capital recycling and forecast profitability of the fund structure\. Delivered by external consultant team, with whom the ECF will partner on an ongoing basis for both continuities, monitoring and quality\.
