Highways England (the Client) is seeking the provision of services to undertake research and to also update Design Manual for Roads and Bridges (DMRB) Requirements and Advice Document (RAD) CD 146 Positioning of signalling and advance direction signs. The core aspects of work are to: - undertake targeted research and provide recommendations into matters arising in the following areas: o Positioning of advance direction signs on all-purpose trunk roads; o Positioning of signalling on all-purpose trunk roads; o Positioning of variable message signs (VMS) in relation to emergency areas (EAs); o The structure of CD 146 and its scope to apply to motorways and all-purpose trunk roads, mindful of the differing requirements of the Devolved Administrations. - update CD 146 to: o ensure that the RAD continues to align with the Highways England strategic approach and reflects industry feedback; o incorporate a number of changes arising from previous research, agreed at the March 2021 Road Layout Technical Project Board; o incorporate agreed changes arising from the research undertaken in Task 1, via the governance process set
