The Council is seeking a consultancy partner to support its upcoming 'outcomes-based resourcing' \(OBR\) programme\. The programme will enable the Council to align its resources, structures, and services around the pursuit of its overall goals, creating the dynamic, effective and innovative organisation of the future\.
