2023-036 Programme Set Up for Delivering Heat Networks Regulatory Framework

Ofgem require support in the following areas: 1.Review of Programme governance structures to provide effective control and risk management within a policy development and delivery environment. 2.Review of Programme scope to identify any planned gaps in activity that may compromise the effective delivery of the regulatory model. 3.Review of Programme plan to assess appropriateness, completeness, and achievability. 4.Review of Programme design to provide confidence on structures, workstreams and resourcing together with supporting governance. A final report providing details of the observations made across scope including risks identified together with potential mitigations and with overall recommendations for further action.
