Description
At the 2019 UN General Assembly the Prime Minister announced a new £100m Biodiverse Landscapes Fund (BLF) to restore key landscapes and their ecosystems and support human development objectives in global biodiversity hotspots. The BLF will use Official Development Assistance (ODA) grant funding in 18 countries grouped into six landscapes, over a period of 9 financial years. The fund may be extended by a period, or periods, totalling 36 months. The Authority has now tendered a requirement to appoint an Independent Evaluator to support the BLF. The Independent Evaluator will be required to: a. Produce key deliverables which are inception, mid-term and final evaluation reports, refining the Theory of Change and logframes, refining the Monitoring, Evaluating and Learning framework and embedding the Monitoring, Evaluating and Learning framework from mobilisation of the BLF. b. Evaluating the impact, processes and Value for Money ("VfM") of the BLF. c. Contributing to learning cycles and events, including proposing 'adaptive programming' recommendations, i.e. how the interventions could best be amended / extended / reduced / cut in light of performance and evolving circumstances.
