Call-Off Cost Assessment Technical Support for Mergers

Objective(s)

This call-off contract will:

• Provide Ofwat with technical support on cost assessment at relatively short notice. This will include technical assessment of company proposals, including the effect on our ability to use comparators and the impact of reducing the number of comparators;

• Provide Ofwat with advice and support in preparing merger impact assessments; and

• Provide Ofwat with technical advice in responding to any CMA process including attending hearings or meetings.

Scope

This would be a call-off contract for the period up to 31 March 2017. The scope of this work is limited to:

• Technical assessment of company proposals, including the effects on our ability to use comparators; • Technical assessment of the impact of reducing the number of comparators; • Advice and support in preparing merger impact assessments; • Technical advice in responding to any CMA process, including attending hearings or meetings; and • Drafting and correspondence relating to any CMA or pre-referral process.

We would expect bidders to specify a call-off notice period and day-rate as part of their tender.

Ofwat reserves the right to award the work to more than one Supplier.

Key Tasks

This work will be ad hoc (known as the “Activity”) when the need arises within the scope. We would expect a successful bidder to have availability for a few days at the beginning of the contract for initial meetings with Ofwat staff and familiarisation with the material. There are no fixed deliverables for the Activity. Timescales for the completion of the Activity will be agreed with the Ofwat Project Manager.
