West Midlands Cycle Hire Feasibility Study\. The aim of this commission is to produce a detailed cycle hire feasibility study which includes two parts 1\) A demand assessment in the proposed areas 2\) Operational/sponsorship appraisal model in order to understand the costs of operation of a cycle hire system\.
