Options for capacity measures/metrics

The aim of this project is to identify a number of viable options for capacity measures which would provide an understanding of how much capacity is available on the GB rail network, and how effectively that capacity is used (i.e. allocated to users). This could be achieved by identifying options for one single measure or metric for capacity, or a small number of measures that should be taken together to provide a picture of capacity on the GB rail network, or that are designed for particular aspects of ORR’s oversight of Network Rail.
