The Hackney Cycle Loan scheme enables residents to borrow a bike and all necessary accoutrements for a one month period for a cost of £10, and thereafter to choose to purchase the bike at a discount with payment made in instalments Access to a bikes and low cost bike ownership have been identified as barriers to cycling in Hackney amongst the target group of lower income residents living mainly on estates\. This scheme targets this sector and addresses the barriers
