Work description

The Council owns and manages a large property asset portfolio with an overall asset register value of around £900m in existing use of all land and property managed. This portfolio has three main elements comprising housing, schools, and the corporate estate (leisure, community, offices buildings, etc). This portfolio will have changing future asset needs to enable it to meet priorities. The corporate estate has an estimated value in excess of £160m with a Single Property Budget in 2019/20 at £4.054m. In order to respond to these needs, whilst ensuring high quality services, the Council must now strengthen its asset planning and facilities management function to ensure delivery of asset management objectives and achievement of targeted outcomes. The Council wishes to obtain Facilities Management Services and Asset Management Services to ensure that real estate assets are fit for purpose, appropriately located and deliver a value for money solution to support delivery of the Councils diverse range of public services. Bids are invited from parties wishing to deliver standalone a Facilities Management Service, Asset Management service or a total integrated Facilities & Asset Management solution.

Disciplines Lot 1 - Facilities Management Services Lot 2 - Asset Management Services Lot 3 - Facilities and Asset Management Services Overall description of the scope of services for each discipline:

Lot 1: Facilities Management Services The Facilities Management Service includes management of: • Management of Data (land & property ownership and CAFM System) Provision of Property Services Helpdesk • Delivery of the Planned & Reactive Maintenance Service. Energy Management Lot 2: Asset Management Services Asset Management key activities include:- • Property Rationalisation

• Improving space utilisation, introducing and supporting new ways of working

• Alignment of service delivery strategy/ objectives with property strategy

• Developing and leading projects to invest into new build or remodelling the estate.

• Ensuring the Council has the 'right property in the right place'.

Lot 3: Facilities and Asset Management Services (Total Solution) An integrated FM/ Asset Management Solution is invited, encompassing those activities outlined in Lots 1 & 2, as detailed in the published specification.
