The primary aims of this requirement are to support the Warm Homes Plan (WHP) through: 1) The appointment of a service provider to deliver professional services that will assist in the design, planning, and implementation of an operating model for a future delivery mechanism for the WHP 2) The provision of services to support the development and implementation of effective consumer protection frameworks and reform of relevant standards, which are central to the WHP.
