Work description

•Identify immediate and short-term technological options that could help mitigate the risk from over-speeding through speed restrictions, including but not limited to emergency speed restrictions (ESRs), temporary speed restrictions (TSRs), blanket speed restrictions and permissible speed limits. This study will focus on interventions that are implementable in the immediate to short term; Radio Based Limited Supervision (RBLS) and European Train Control System (ETCS) are considered to be the medium to long-term ideal mitigations against train over-speeding risk, and this project doesn't intend to overlap or question the work that industry is doing on these interventions and their roll-out. •Analyse and rate the technological interventions, assessing each option against an agreed criteria, to inform whether and which intervention merits further analysis.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
