A direct award is recommended as the wider NCCHT project is ongoing and ARUP have been included in this work. A direct award offers a compliant route in which ARUP can continue with this work on the NCCHT and will help keep the project and project funding within the set timescales.

A competitive exercise would not be an appropriate option as there needs to be continuity of service from ARUP as they have been key stakeholders in the design of the building. Also, a competitive exercise would be detrimental to the project timelines and funding requirements.
