Trunking/De-trunking Urban Connectivity Follow On

By the end of this commission, Highways England will have clarity regarding the current performance of the urban SRN and examples of other operating models (and their performance). Further areas for exploration, and trends impacting on the above performance, will have also been identified. This will support Highways England's decision making around urban connectivity interventions and may inform the scope of potential future study work.
