*** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION *** This procurement is being concluded following a mini competition under Crown Commercial Services RM6126 Research & Insights DPS Brief Description of Requirement The Agency's North Star Metric measures the total value of investment and income the Agency helps the UK space sector to raise. It's one of the corporate metrics overseen by our Executive Committee. UKSA use it to understand what success looks like, hold ourselves accountable for our results, and to show when course corrections are needed • Our approach involves collecting data from funding recipients about how UKSA funding has been used, with updates once every 6 months. • This process will be resource intensive for programme teams and the Evidence Team. Chasing incomplete returns will be time consuming, particularly after funding has ended as we won't have leverage. • The aim of this Mini Competition exercise is to identify a third party to save time, freeing up programme teams to focus on delivery. • It will also likely lead to better data as more time could be devoted to quality assurance and addressing non-response (e.g., using interviews with funding recipients to complement data returns). This work has six primary objectives: 1) Data collection and management protocol 2) Support UKSA in the collation and collection of North Star Metric (NSM) forecast data for live funding calls (initially up to March 2024), but with the possibility for extension), for c.10-20 funding calls 3) Collect actual NSM data for live projects/funding directly from funding recipients through data requests and follow up interviews (initially up to September 2023, but with the possibility for extension for a second reporting period in March 2024), for c.20-30 projects. Make comparisons between forecast and actual data and provide an explanatory commentary. 4) Retrospective NSM data collection for c.5 past projects. 5) NSM data report (initially in September, for the October ExCo, but with possibility to extend). 6) Give advice on the quality of forecast, actual and retrospective data, make recommendations for improving the quality/robustness of data and the metric, including whether we can develop targets for the metric.
