Assessment of the key characteristics of the GB heat network sector which will affect regulation\. 2\. Assessment of the common elements of successful heat network regulation, 3\. Options for price regulation and recommendations\. 4\. An overview of how far other countries have successful 'unbundled' heat networks, the consequence of doing so, and your thinking on the characteristics needed in a heat network sector to make unbundling beneficial\.
