Description
The Ofgem Clean Power 2030 Action Plan (CPAP) requires around 10-12GW of consumer led flexibility by 2030, with this value increasing by 2035 with more electric vehicle (EV) uptake and bi-directional charging. Of this target around 3 GW is due to district heating and I&C flexibility, leaving a total of around 7 - 9 GW coming from residential sources, predominantly EV charging. The ability of residential customers to provide flexibility is rapidly evolving with an increase in large capacity assets (EVs, heat pumps, batteries), hardware to enable access to flexibility (smart connections), and the development of propositions enabling customers to engage with flexibility services and obtain value. However, the extent to which this can contribute to the 7 - 9 GW of residential flexibility required by 2030 is uncertain. Ofgem therefore requires analysis to be conducted by a supplier to assess the contribution that residential flexibility can make to CP2030 and specifically the effect of residential flex on the cost allocation and recovery review (CARR) programme
